[ THE CHALLENGE ]  Provide visualizations and proposed zoning changes to support downtown commercial and housing redevelopment.

[ THE RESPONSE ] This “smart growth” 40R plan will guide the reconstruction of Reading’s downtown to restore vitality lost as suburban sprawl has undermined retail and residential uses in the town center. Build-out scenarios, design guidelines, and revised zoning will structure growth around the commuter rail station and Main Street. Mixed use development, including 500 new housing units, are shown in images of  incremental growth .
